On the original image, we made feathered selections, flood filled with a white/black gradient with an Overlay blend. I went one step further and selected the Reno portion of the sign only, promoted this only to a new layer and flood filled with a red solid color, with a blend mode of Multiply and then slid the opacity slider down to 60. As you can see, this brought the red out in the Reno. Now I am off to book a trip to this fun city - the rest of my homework will be late Linda (lol).

On the original image, we made a new raster layer, then created a selection that was to be our illumination. We then flood filled with white, gaussian blurred a few times, lowered the opacity on the new layer and chose a blend mode. On the Enhancement 2 image, I did the same thing as in Enhancement 1 but I still didn't like the glare from the sun so I went back to Layer 1, made a selection of the sun only then used a gaussian blur (twice) with a lowered opacity - making the blends look softer.

On the enhanced image, we created a new layer, made a selection where we wanted our light to be, flood filled with white & then blurred. On this image I turned the opacity down to 60 on the first layer & 70 on the second layer with a blend mode of multiply.
